Primary Duties and Responsibilities:
The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key public, private, and civil society institutions in partner countries to transition to low carbon development.
UK PACT seeks a Clean Cooking Modeler to work in an embedded role with the Kenya Ministry of Energy and Petroleum (MoEP) to strengthen their technical capacity in the design and evaluation of clean cooking policies using robust modelling and scenario analysis
Kenya has made commendable progress in expanding electricity access, reaching 75% of the population by 2022. However, access to clean cooking remains a major challenge, with over 68.5% of households still relying on traditional biomass fuels. This support will aim to strengthen Kenya’s clean cooking policy and planning processes, leading to more effective, evidence-based interventions that accelerate the adoption of clean cooking technologies and support the achievement of Kenya’s NDC targets
This assignment will be full-time, based in Nairobi Kenya from November 2025 through October 2026.
The main activities to be carried out include the following:
- Collaborate with the MoEP in developing clean cooking models to evaluate policy options, assess technologies, and incorporate sex, age, and disability-disaggregated data in cost-benefit scenarios.
- Integrate robust modelling tools into clean cooking policy formulation and implementation to enable informed decision-making.
- Align clean cooking strategies with Kenya's broader energy, climate, and socio-economic goals through scenario analyses and technology assessment.
- Provide daily support to the MoEP on energy modelling activities including linkages with the modelling in the provision of electrification services.
- Offer technical support for utilizing the clean cooking model in policy analysis, development, and decision-making.
- Leverage opportunities from existing research on clean cooking, as outlined by the strategy to inform the Ministry about the financing and challenges of clean cooking projects.
- Develop tools for county governments, including demographic impact analyses and targeted intervention guidance to estimate the impacts of their clean cooking programs.
- Create and organise engaging presentations and forums with accessible formats and inclusive case studies to effectively communicate impact data, including trends, projections, and other key information.
- Lead the MoEP in developing clean cooking workshop materials, policy briefs, technical papers, and reports.
- Support the development of the Kenya Clean Cooking Transition Strategy Action Plan, E-Cooking Action Plan, and other legislative instruments on clean cooking.

Required Qualifications:
- Proven academic credentials in a relevant field: This could include Environmental Science, Energy Policy, Engineering, Economics, Climate Change, or a related discipline.
- Specialised training or certification: Additional certifications in clean energy technologies, environmental modelling, or policy analysis would be an added advantage
- Extensive experience with proven success in in fields related to clean cooking, energy policy, environmental modelling, or sustainable development.
- Experience in stakeholder engagement and leadership working with Government in similar capacity and positions
- Deep understanding of the clean cooking sector and regional dynamics, particularly within the context of Kenya or similar environments.
- Demonstrated experience in developing and utilizing models for scenario analysis in the energy sector.
- Expertise in evaluating policies and assessing clean cooking / energy technologies.
- Proficiency in conducting cost-benefit analyses to inform policy decisions.
- Strong background in using data to drive decision-making processes.
- Experience in engaging with various stakeholders, including government agencies, NGOs, and the private sector, to promote clean cooking initiatives.
- Experience with gender-responsive policy analysis in energy / development contexts
- Knowledge of house-hold level energy access barriers and adoption patterns
